Q. Why do you need a Driving Licence ?
 
Ans.  As per Motor Vehicle Act 1988, a valid Driving Licence  is necessary to drive any motor vehicle on public roads.
 
 
Q. Where do you get it ?
 
Ans. At the Office of Registering & Licensing Authority, Room No. 11 Mini Secretariat Narnaul.
 
Q. When do you get it ?
 
Ans. After completion of 16 years of age, for driving motor cycles with engine capacity not exceeding 50cc with the consent of the parent / guardian. After completion of 18 years of age, motor cycles with engine capacity exceeding 50cc and light motor vehicle. After completion of 20 years of age, for an endorsement to drive transport vehicles.
 
Q. How to get a Driving Licence ?
 
Ans.  There are two stages to get a Permanent Driving Licence .
         Stage I :   Obtaining a Learner's Licence
         Stage II : Obtaining a Permanent Licence

 
Q. How do you obtain a Learner's Licence ? 
 
Ans.  Applicants for a Learner's Licence should appear personally before the Licensing Authority with the following:
        
 1. Application
Form No. 2

 2. Fees as per rules.

 
 3. Proof of age, appropriate for relevant class of vehicle. For example Birth Certificate, Secondary School Certificate, Life Insurance Policy, Passport etc.
 
 4. Proof of residence like Ration Card, Electoral Roll, Electricity / Telephone Bill etc., showing the name of the  person.

5. Medical Certificate in
Form No. 1A wherever applicable.

6. 2 recent passport size photographs of the applicant.

Applicants for Learner's Licence shall pass a test regarding basic traffic signs and driver's responsibilities.
 
The Learner's Licence so issued is valid for a period of six months from the date of issue and is renewable for another period of six months, during its validity.
 
 
Q. What is the validity of Learner’s Licence and after how many days applicant apply for Fresh Driving Licence ?
 
Ans. Learner Licence is valid for six months and applicant can apply for Fresh Driving Licence after 30 days from the issue date of Learner Licence.
 
Q.  Will I have to give the Driving Test for learner’s Licence ?
 
Ans. No Driving test is required for Learning Licence. You have to pass Road Signs for getting learner’s Licence.
 
Q.  Is Learner’s Licence valid outside Haryana ?
 
Ans. Yes, Learner’s Licence is valid throughout India.
 
Q. What to do if Learner’s Licence expires ?
 
Ans. If Learner’s Licence expires, the applicant can apply for renewal of Learner’s Licence within 29 days after the expiry of Learner Licence along with a Form No.1 (Medical Certificate from MBBS Doctor) with self photo attested by the doctor with blood Group.
 
Q. Is it compulsory to have a medical certificate for obtaining a learner's Licence
 
Ans. Yes, a medical certificate would be required to be produced, in case of commercial vehicle Licences.
 
Q. How does the Learner's Licence authorized me to drive ?
 
Ans. It allows you to learn driving with a regular and experienced driver of your choice. If you want to drive a motor car or a two-wheeler, this should be along with a friend, relative or an instructor of a driving school who holds a valid driving Licence . If you wish to become a professional driver and drive commercial, passenger or goods vehicles, you will have to get yourself trained at a driving school duly recognized by the Transport Department.
 
Q.  What are the precautions to be taken by a learner Licence holder ?
 
 
Ans. The following points need to be kept in mind by a Learner's Licence holder :

1. The learner's Licence holder should get training under the supervision of a Permanent driving Licence holder.

2. The learner Licence holder has to display symbol –L in a Red colour that should be visible from a distance.

3. In case of commercial vehicle, the learner Licencee has to undergo training either from Government Motor Driving School or Motor Driving Schools authorized by the State Government.

4. In addition to practical training, the learner's Licence holder should also learn about the vehicles' mechanism, road symbols or signs etc.

5. If you are learning how to drive a two-wheeler, you cannot carry any other person on the pillion except your instructor.

 
Q. What is to be done in case of FAIL in the preliminary test?
 
Ans. Application along with documents will be returned to the failed applicant and he can reappear for test as intimated by MVI.
 
Q. How do you obtain a Permanent Licence ?
 
Ans. The applicant should appear in person along with a registered motor vehicle of the relevant category before the Licensing Authority with the following:


1. Application in
Form No.4

2. Fee as per rules.

3. Valid Learner's Licence held by the applicant for the relevant class, which is older than 30 days

4. 2 recent passport size photographs of the applicant

5. The applicant shall pass a driving test on a vehicle of the type he has applied for.

6. Applicants for Transport Vehicle Licence should enclose a Training Certificate in Form No. 5 issued by a  recognised driving school.
 
Q. How long is the Driving Licence valid?
 
Ans. Licence to drive a Non-Transport Vehicle is valid for 20 years from the date of issue or until the holder attains the age of 50 years, whichever is earlier. After that, the Licence is renewed every 5 years.

Transport Vehicle Licence is valid for a period of 3 years from the date of issue or renewal.
  1. Is there any penalty, if Driving Licence is renewed in case of delay ?
 
Ans.  Yes, Rs. 50/- late fee is charged, if applicant, unable to get Driving Licence renewed within one month from the date of expiry of Driving Licence.
 
Q. When will the Driving Licence delivered after depositing the file ?
 
Ans. Driving Licence will be delivered within 7 working days.
 
Q. What to do if don’t have any residence proof ?
 
Ans. If the person don’t have any residence proof then a Police Report from the concerned SHO with an Affidavit mentioning that the applicant don’t have any other residence proof.
 
Q. What to do if don’t have any Date of Birth proof ?
 
Ans. If the applicant do not have Date of Birth proof then a Certificate of age confirmation in case of illiterate person from Medical Officer of Government Dispensary.
 
Q. What to do if don’t have any signature identification ?
 
Ans. Three Specimen Signature attested by a Gazetted Officer or Executive Magistrate along with a Photograph.
